The HP OfficeJet 4650 ($100) offers an affordable all-in-one entry-level inkjet with workplace features like built-in faxing, an automatic document feeder for copying multi-page documents, and a duplex unit for two-sided printing. The recommended monthly print volume of 100 to 400 prints makes this device best suited for a small office, although the short time to print images and copy documents limits the usefulness of the OfficeJet 4650 for offices with low printing requirements.

On top of the OfficeJet 4650 is the Automatic Document Feeder (ADF), where you can load multi-page documents for copying, scanning or faxing. You need vertical clearance, as the scanner cover has no supporting hinges. There is a seam on the beveled edge on the front of the scanner glass where documents were stuck when I tried to slide them out. I learned to pick them up or slide them to the left or right.
The OfficeJet 4650’s control panel is a simple affair, with no dedicated buttons other than the Home and Back buttons to the left of the small, 2.2-inch monochrome touchscreen. An interesting detail is that a 2 inch wide arm automatically swings out from the body to serve as a paper catch on the output tray.

According to the specifications, the 4650 has an automatic paper sensor, but every time I opened the paper tray, the LCD displayed a message, “Did you load plain paper, letter?” However, the message will disappear after a few seconds if you do not respond by pressing “OK”.
The OfficeJet 4650 printed text documents faster than a couple of other inkjets we’ve tested recently: the HP Envy 5540 and the Epson ET-2550. The OfficeJet 4650 produced our five-page text document in 33 seconds, or 9.1 pages per minute (ppm). The HP Envy 5540 took just under 40 seconds, while the Epson ET-2550 printed the document in 42 seconds.
Using the OfficeJet 4650’s Quiet Mode only slightly reduced the noise level and slowed text printing to 5ppm. Using the duplex unit to make two-sided prints greatly slowed down the print speed. The same five-page document printed in 1 minute, 31 seconds, or just 3.3 ppm.
Adding graphics to the mix also slowed things down considerably. The OfficeJet 4650 took nearly three and a half minutes to print a six-page document with mixed text and graphics. Compared to HP, Envy 5540 was done in 2:40.

As with text printing, using the duplex unit on a graphics document slowed the OfficeJet 4650’s print speed. Our six-page graphics document printed in just over 4 minutes. The waiting time between pages can be up to 17 seconds and the message “ink drying” appeared on the LCD.
Even more impressively, the OfficeJet 4650 printed a high-resolution photo on glossy letter-size paper in about half the time of the Epson ET-2550, clocking in at about 3 minutes, while the Epson took nearly 6 minutes. However, the HP Envy 5540 was faster than both.
You’d expect a multifunction device aimed at the office to quickly copy pages of text. But the OfficeJet 4650 was incredibly slow during this test, taking 26.5 seconds to copy a single page of text. The HP Envy 5540 was slightly faster, and the Epson ET-2550 threw out a copy in just 10.9 seconds.
Unfortunately, you don’t get a fast turnaround time with the ADF either. The OfficeJet 4650 took 1:52 to copy a five-page document. At 22.4 seconds per page, it’s faster than copying a single page on average, but it’s still only 2.7 ppm. The ADF pulls in sheets very slowly, making it unsuitable if you need a lot of multi-page copies.

As with printing two-sided pages, making double-sided copies will display an “ink drying” message on the LCD. The OfficeJet 4650 took almost 3 minutes to make a two-sided black and white copy of a six-page document.
The OfficeJet 4650 printed text documents faster than a few other inkjets we’ve tested recently, although adding images to the mix also slowed things down considerably.
The OfficeJet 4650 made a color copy in 34.4 seconds, which was comparable to other inkjet printers we’ve tested recently. The OfficeJet 4650 scanned a 300-dpi black-and-white PDF in 10.6 seconds, beating the much slower Epson ET-2550. The OfficeJet has the advantage that you can easily save the document after the preview scan, while the ET-2550 scans the document a second time. The OfficeJet 4650 scanned color photos 14 seconds faster than the Epson, producing a JPEG of 600 dpi in 1:32.
The OfficeJet 4650 provided very high image quality overall. The text looked sharp and heavy, but not quite comparable to the razor-sharp edges of laser printers. Images printed with attractive color saturation and smooth textures on plain paper, and glossy photos printed with stunning detail and rich colors.

Compared to the glossy prints of the Epson ET-2550, I noticed a slight difference: the Epson inkjet printed stronger dark tones and subtly sharper details that created a little more depth in some places. Some of the fine textures in the OfficeJet 4650 prints were a bit cloudy, and as a result the prints lacked the “pop” of the ET-2550 prints. But since the OfficeJet 4650 is an office model, it is commendable that the quality it offers is so high in photo printing, adding to the versatility of the all-in-one.
You’d expect an all-in-one aimed at the workplace to be better at making copies. Although the copy quality was good, the copies lacked the stronger and sharper dark details of the HP Envy 5540. However, the quality of scans produced by the OfficeJet 4650 in both JPEG and PDF formats was excellent.
It’s also strange that an office-oriented all-in-one wouldn’t offer a lower detailed ink cost than a competing non-office model, especially when printing text. But with standard cartridges, the OfficeJet 4650 costs 10 cents per page, compared to 8 cents for the HP Envy 5540. Using high-yield cartridges reduces the ink cost per page to 8.4 cents for a text page, but that’s still more than the 6. cents you get with the Envy 5540.
The same goes for color printing: the OfficeJet gives 26 cents and 21 cents a page, respectively, with standard and high-yield cartridges, compared to 21 cents and 16 cents with the Envy 5540.

To reduce ink costs, HP offers an ink subscription called Instant Ink, which has three tiers based on your estimated page output. With the printer connected to the Internet, the company detects when your printer is low on battery and sends you the cartridges. How much you save will depend on how much you print and possibly other factors, such as the number of color pages you print. Either way, your spend is fixed because the Instant Ink plan doesn’t differentiate between black and color ink use – all pages are treated the same, and you can roll unused pages over to the next month.
A basic usage rate of 50 pages per month costs $3 (or 6 cents per page). If you pay for 100 pages per month, the cost drops to 5 cents per page or $5 per month. Three hundred pages per month costs $10, or 3.3 cents per page.
The refillable ink used by the Epson ET-2550 instead of cartridges is in stark contrast to this strategy. The specified page yield from that model is just 0.3 cents for text pages and 1 cent per color page. But the printer itself costs four times more than the OfficeJet 4650.
